Ask a TRUE Buddhist Ownership of certain things allows you to pass them on. When there is no incentive left to pass them on, then there is no need for ownership. But society is nowhere close to that.
These people already are your neighbors - they are just renting and not purchasing. Home ownership should be very prevalent in the USA. People need to feel invested in this country. Also, the complaints you are voicing are voiced by every generation.
