For every 1000 posts, users gain 1 point of Rep Power. For every 100 reputation points, users gain 1 point of Rep Power. When giving Positive or Negative Reputation Points to a post, the value of the + or - in points is = to your current amount of Rep Power. (eg., if your Rep Power = 2, your comment is worth 2 Reputation Points) I would assume it is something similar if not the same system. Rep systems are parallel across the internet.
