Trump is sending a message to those implicated in the Russian collusion / $ laundering investigation---Flynn, Manafort, Fredo, Kushner, et al---that he would be willing to exercise his pardon power. to the extent that, in accepting a pardon, they effectively admit guilt, and as such they can no longer plead the fifth.
Manning was a traitor and the president sent the message to people that it's okay to leak classified information for political reasons.....and shockingly enough, that's exactly what we've had a ton of ever since. Honestly they needed to make an example of him....and I guess in some ways they did, only they set a bad example.
Unfortunately, I don't think he actually did any jail time yet. Sentencing was scheduled for October. As someone who lived in AZ for some time, I can say most people (non senior citizen whites) thought he was a real piece of ****. Total scum that made a ton of money from sketchy prison contracts. And now he's asking for money from his r****ded fanbase, which they'll no doubt give him. Sad.

Yeah I'm not a lawyer but I'd say that's very clearly intent for obstruction of justice. That being said I still think he will do this because he just doesn't care anymore... if he ever did to begin with. It's all about having a safety net of a base that Paul Ryan is scared of losing with the GOP. He knows even if he himself murders the Senate Cersie Lannister style, the house won't impeach him if he holds enough of a base to retain a house majority in 2018 since impeaching is strictly political and not criminal. We are truly in uncharted waters with this president and it's going to be a wild next 6 months. So I think he does this, I think it will widely be viewed as obstruction, and I think as of now he will get away with it. A few months from now if his approval is in the 20's, I'll change my opinion of that.
