Maybe not, but I can see why he might want to have a solid legacy once he's retired rather than a shameful one showing squandered potential.
He seems like a true believer in the unitary executive stuff. He probably feels pretty good about himself for his part in consolidating presidential power. Seems like asking Leon Trotsky to be ashamed of killing all those people and helping to establish a communism.
Maybe. I don't believe he's always been a true believer. If he is, I believe that his opinion has been devolving over time.
