Nope, the point was the Puerto Ricans in Puerto Rico (key word) will not mostly likely ever be like the Americans in the U.S. They have their own culture, ethnicity etc. Moving to the U.S. and living here will make you more familiar with the American culture than the average Puerto Rican in Puerto Rico, even tho they have the U.S. passports. So yea Hakeem is more American than the average Puerto Rican (in PR) in that sense.

Ethnically German? There is a German ethnicity? Germany has only existed for like 150 years. The modern state of Germany is made up of a lot of different cultures and even former countries - it isn't like they all are genetically the same. So that is part of why it is a complicated issue.

Well they are, there's basically only three types of people in Europe. Germanic (which includes Anglo-Saxons), Romans/Latin (Italians) and Slavs. Even tho of course they're all different today, different countries, languages, cultures, religions etc. But the roots are only basically those 3, who spread out
I believe it's 5 years of legal residence, passing an intermediate language skills exam, and passing a basic civics exam (plus financial requirements that aren't in play wrt him).
