Federal Employees already get so much PTO, seems like they could use that. 2nd day this month given to federal employees. For the record, I think not working those days is the right move, but should be done well in advance. My wife gets it off as a State employee, but they are observing President's Day on the 24th (and Columbus day on the 26th).
