Ok... I don't see how in the world Trump has a leg to stand on saying HE has the sole authority over the re-opening of commerce when he deferred to the states for deciding when to shut down. You can't have it both ways. Even the beloved Prof. Turley agrees the President only has 'influence' and that it is up to the states. The constitution is a great thing. Trump will be disappointed when his legal team finally gets through to him and breaks the news to him. He needs Dick Cheney on his staff if he's gonna bend the rules that much.

Of course this goes against the Constitution and no real Conservative should accept even the assertion of "absolute power" by a President. That aside the Federal government can't order the states to open but it does have significant power to sway them. The stimulus bills are Federal and the financing for them is Federal. States can't run deficits but obviously the Federal government can so they could cut off things like unemployment aid and local aid that are in the stimulus bills. Congress obviously can step in and this might be where Congress does step in to make sure their constituents still get aid but then again many members of Congress agree with the President and might not step in compel State governments to go along with the White House. Without the stimulus bills the Federal government still can influence the state through other means such as Federal transportation funds and other spending. There is precedent as all states have a 21 drinking age because of Federal pressure through threats to withhold highway funds. The government could open Federal properties such National Parks even if states don't want them to. As a large employer they can order Federal employees back to work.
