San Fran has been silicon valley since the 70's. It has all the wealth and tech connections in place - nothing "evolved" if it was already there. Tech is the only industry that has the margins for California to impose progressive policies that don't matter when starting salaries are at 300k and profit per employee is in the millions.

It has a plethora of riches that led to policies driving people away, and of course that's the only thing that leads to politician pushback. They want the money since they can never generate it--

Tesla is still headquarterd in Texas. They only opened up an engineering headquarter in Pal Alto to make use of the existing talent pool and straight out of college crowd.
