The land/housing is very expensive and they have to import most of their potable water. Besides, there is no sense in leaving Texas for any other state or U.S. territory. It's very beautiful there, though.
Mexico, Belize, Costa Rica -- all of the Central American countries -- have differing monthly income minimums, generally at least $1500 per month. It's not a difficult requirement. Health care and gigantic insects are the greater worries.
