Why do you have armed in scare quotes. It isn't like the guy was a plumber and was replacing some sprinkler piping, the pipe was wrapped with some sort of wrapping and had a wrist loop. It's a tragic situation, because it doesn't seem like the guy was actually a threat and instead just couldn't hear them telling him to drop the pipe. Probably no criminal culpability for the officer though.
I say 'armed' because he was 15 feet away and it was a freaking pipe. If he was closer, then I could see the justification. 15 feet away and the taser should have been enough.
