I don't think it would be Case Keenum that would beat the Texans if they do win. The Broncos just play one of those grind out styles. Nothing's ever easy in their stadium. To give you an idea, the Seahawks and Rams won their games by 3 at Mile High and the Chiefs won theirs by 4. They just have that nature of playing teams tough. The Broncos franchise actually reminds me of the Rockets a lot. If you look at their history, they've been probably one of the two or three most consistent franchises since at least the 80s. Not very many losing seasons. On paper the Vegas line really should be like -6 Texans but because they play pretty good at home, I think that's why it's at -1 Denver.
Its basically a pick'em now... which says Vegas doesn't think highly of the Broncos at all. Normally, if teams are pretty much evenly matched, the home team is still favored by at least 3. Anything less, and Vegas is hedging against the heavy money that could come in on Houston. That being said, Houston has a terrible history when they are road favorites.
