Fallacy to assume that just because the president isn't beholden to the ethics committees of Congress that it is easier to "be a bad guy." There is way more attention on the president and those who run for the highest office.

Cause that's like the way congressional hearings work, you have to have witnesses ask questions to get it on the record. Then you pass legislation based on that record. You can't just make a speech and say "dark money is corrupt, yo! <MIC DROP>" - I mean, you can, but this is better way of going about it if you want to follow the legislative process.
