In response to...wait for it....9/11. Not sure what your problem is. Yeah, you'd have to believe 9/11 was a US government conspiracy. That is simply absurd. Even Noam Chomsky says that is silly for the same reasons the FDR conspiracy is silly. It's (The New American Century Project statement) a realistic policy statement that transformation would be slow absent some catastrophic event. That's pretty standard for foreign policy papers.
