The new rule on resting guys for national tv games is applied against teams, not players. The NBA cannot apply it to players unless it was negotiated as part of the CBA. Remember, again, players ARE NOT EMPLOYEES. So, they cannot be forced to play. That is why the rule clearly says teams are excused if (i) the player is old, (ii) personal matters, (iii) injuries, and (iv) other issues (which is probably cover for b2bs). This rule was put in to appease networks at least until they sign the new media deal. Pretty much guarantee you it gets tossed after the ink dries. Silver admitted as much during a press interview.
Pretty simple fix - allow the network to film Harden trying to get into the arena while Daryl has security try to keep him out

The chances of Philadelphia exercising the draft picks and keeping the guys they got for Harden isn't high. My guess is they try to attach Tobias Harris+ picks for whoever is good that is available as soon as December - for Siakam or someone like that. In fact I'd bet he's their #1 target.
