In terms of space missions with men involved only 2 countries are noteworthy. Yours and the Russians, the European work together to have a space program mostly unmanned. So it is not the entire world. And it ain't hard to catch up and top most countries that do not have a valid space program.

To get back to the thread topic ..... How to make China pay ? .... They do own a trillion or so in US debt- getting them to forgive that would be a start. I don't know how you move the supply chain back to the US when the Chinese goods are just cheaper. People say they are willing to pay the difference and individuals probably are but the big buyers are corporate hospitals and their buyers are looking directly at the bottom line. I think it would be great if we could move pharma and PPE production back to the US , just not so sure it's plausible without government involvement to swing the pendulum.
