They still have to pay rookies and keep money back for any in-season acquisitions. Now, restructuring Diggs, or any other possible roster adjustments would give them more room. Is Justin Simmons worth a look?
seems like they are gonna wait to see what shakes out in camp and potentially use that Robert Woods $ for cap flexibility in case anything shakes loose before the deadline. Just my guess. I figure they are okay with extra depth at WR in a worst case scenario given Dell coming off injury. Woods off the books with no dead money next yr.

Everytime fans have doubted nick this year , he has proven them to be wrong to worry First it was not signing players right away on day 1, pure meltdown then he signs a couple of studs in free agency capped by signing of hunter Then it was when he traded out of first round, not as big of a meltdown. Ends up with diggs.
The way people were blasting Caserio very early in free agency made the (relatively mature) Texans forum feel like the GARM.
That would be a great move and would keep the Texans free from having to rely on a rookie starting CB. I wouldn’t mind Nelson back either.
We re-signed Derek Barnett. Missed this signing yesterday with all the Diggs hoopla. Good value for depth at DE.

Many of the deals have complex structures which may not have been approved before hand including void years. I'm not sure of the procedure in the NFL, but it may require approval.
