Because that distinction doesn't change anything. It is not a crime to fund research, nor is it ethically wrong. Yes they are. There is a discussion as too whether or not they are to register as a foreign agent representative, because they were hired by an American Firm, who represents a Russian. A nice tag line because it contains the word russia in it, but fairly irrelevant to this.
