i think they get announced once the players are picked .. ie if the rockets traded 12 and 16th pick they have ot be picked before its announced .. although its almost always leaked to the media
Anyone can win trades when they only make no-brainers. Real GM success should be measured by coming out on top of the moves that are toss ups or iffy. These little ticky tack trades that prey on teams cap space issues or castaways. Morey doesn't have the balls to make a move that might not be deemed an immediate success. And yes, convincing free agents is his job too....and he has failed at that as well.

Drummond fell for a reason... There are big question marks about his work ethic... Morey tried but didn't overpay - nothing wrong there. The draft is a lottery, who knows if not Lamb or somebody else is the real price...
