It might if that is what you wished it to sound like. But then you look at the quote talking about his biggest career regrets, and he mentioned voting against the civil rights act of 1964. Then you look at the fact he calls it a major mistake, and you realize that you would have to be intentionally trying to make it seem like he only regretted it huanting him, and not actually being in it. You realize that looking at the bigger picture of all that he said, he clearly regrets being in it, and Byrd's actions back up his expression of regret.
