    Sounds reasonable. The testosterone being low is unusual but likely unrelated. The neurologist will likely recommend EMG-NCV, possibly MRI brain and possibly some specialized blood tests. These are reasonable tests and may lead to a diagnosis.
    Make sure your friend is not having visual difficulties or headaches as this could be a sign of something more serious.
