Yeah, this is exactly the reason for it. Think of it as a form of moderation: if the idiots have a designated outlet, it lessens the need to monitor every post. Unfortunately, even this is not enough as the behavior spills over into other threads and subforums. This is partially why the D&D works so well. People understand that they can be relatively inflammatory in there without consequence (within reason). However, the second component is not currently implemented in the GARM: people in the D&D understand that that is the ONLY place they can post those kinds of comments. It requires an understanding and commitment from both parties. ------------------------ I like your idea of a single thread that is limited to updates, however it should be open to any poster (probably unfair to lump the responsibility on J.R. and the mods). Let's try to implement it during the next NBA news cycle!
I actually don't mind the trolling. The act that some CFers put up can be cute/funny at times. But some CFers don't know the line and are just plain nasty. See Tfor3 bumping of the Harden or Paul George thread. Plenty of other appropriate threads in the Dish about PG's injury but he chooses that thread in the GARM. Disgusting. There's no way he's that clueless.

Sorry brah are you refering to the mythical legions of lof that every "true rocket fan" claims to see everywhere on cf? The dudes gone and his peepo quited down a while ago. Rest assured any criticism of morey or other rockets come from legitimate places
