His arm strength is fine if not great. The problem is, on a good day, about 10-15% of his throws are hot garbage. You can't do that against elite defenses. They will eat you alive.
The Chiefs would have played more aggressively if they had feared the Ravens' offense. All they did was get a lead, play it safe, and then wait for the Ravens to make mistakes under the pressure of playing from behind.
