Where to get "Chinese Character Code"

Where do you download the "Chinese Character Code" or "encoder" or "decoder" thingy that works with XP?

I tried http://download.microsoft.com/download/ie5/IME/5.02/W9XNT4/EN-US/scmondo.exe , but it didn't work with XP, and well, I'm lazy and couldn't find it...

Any help?

you just need your Windows XP cd

in Internet Explorer go to View > Encoding and select which Language you want and it will install it but it may ask for the Windows XP cd
