are too high! ...and at the 37 cents it is just too much...at least the postmaster general said we won't raise them for two whole years! (2004) Wow! For a while it was raised (or seemed like it) every year.

That's likely one of the reasons they do continue to raise rates. The Postal Service doesn't try to compete, they raise prices to cover whatever they think it should cost them to run the "service" All the while, it seems like Postal Service is getting worse. My mail often doesn't come to my house until 7pm or later and sometimes the Postal Carrier doesn't come by at all (and not just Sundays when they aren't supposed to come by). I've had the Postal Service simply refuse to deliver properly addressed letters to me, and every time I go to the Post Office to mail something, the line is out the door. They have four windows but never more than two people actually working (though they often have several more people just hanging out behind the people working)... and I also don't understand why they would replace Postal Buildings with six or seven customer windows with new buildings with only four windows.... not that they ever have people at every window anyway. On one hand, the US Postal Service is reportedly much better than Postal Services in other parts of the world, and 37 cents is still not all that high a price to mail a letter. But one has to wonder if the Postal Service would have the problems it has if it was run like an actual business and open to direct competition.
