Grand jury declines to indict Driver or Houston officers

A guy ends up in the hospital, but the jury is saying the cops didn't do it, and that the man isn't lying.

How can a jury reach this decisions.

The important issue would seem to be burden of proof.

The decision indicates to me that they didn't feel confident enough to endorse the position of either the injured man or the officers 100%.
