When the job was created, it wasn't made clear whether he was boss of the Director of the CIA, or vise versa. Apparently, the unified intelligence structure is a total and complete mess.

Heck, in Basso's eyes Bush's presidency was all Obama's fault. Bush knew Obama was gonna become president because he had a machine that can see into the future, or God told him, I'm not sure. Bush ran and won, but did the math wrong. He was four years too late to stop the evil reign of terror of Obama. But, because of it, Bush decided to eff over the country so greatly, that Obama would look like an ass. The End.
