oh, i know the difference, and that was my point. the russians forced the closure of the base in Kyrgyzstan, after Obama took offie, and with problems protecting convoys from pakistan, we don't have a lot of good options now to supply or troops in afghanistan. reopening a base in Uzbekistan is one option, albeit, not w/o problems if it's own.
