    Toronto is located near the border, there will always be some spillover. I'm sure you've noticed this with all the Mexicans in Texas. His essence, was that of a freedom fighter.

    Still think he could be an actor ad-libbing and might have fallen out of character right at the end - he just enunciated and projected a little too well, and it's possible this location and show are known for filming "anything" - but good job trying to understand him unlike most of us, who were probably just waiting for some kind of quotable meme.
