    No...there are civil wrongs, and then there are crimes. There are some violations of law for which there is a civil penalty. (ie penalties for underwithholding for taxes). There are some violations of law for which there is a criminal penalty. (ie vehiclular manslaughter).

    Then there are some violations that have a criminal penalty but shouldn't. (ie slapping T_J every time he opens his mouth).
