Because the NBA has a "soft cap" , there are various scenarios whereby a team can sign their own players and go over the existing cap. As defined in the latest Collective Bargaining Agreemant (CBA), "Early Bird rights" is one of 8 to 10 "exceptions" which allow a team to exceeed the salary cap.

According to Larry Coon:
Early Bird rights (aka Early Qualifying Veteran Free Agents) are a weaker version of the Larry Bird Exception. A player qualifies for this exception after just two seasons without being waived or changing teams as a free agent. Using this exception, a team may re-sign its own free agent for 175% of his salary the previous season or the average player salary, whichever is greater.

Early Bird contracts must be for at least two seasons (which limits its usefulness -- it's often better to take a lower salary for one season and then have the full Bird exception available the next season) and no longer than six seasons. A player can receive 12.5% raises using this exception.

I believe Moochie Norris is an Early Bird and the Rockets can sign him accordingly this season or Moochie can take a lower 1 year deal this season and have Full Bird Rights next summer.
