Tariffs will remain unchanged -- they'll just come from different channels. Low inflation PROVES that foreign companies were paying the tariffs -- makes perfect sense if they want to hold market share against domestic competitors. I only read a quick blurb about Kavanaugh's dissent, but it amounted to, they could have been legal if he didn't issue them under the authority he issued them under. Wouldn't that mean you should have affirmed the lower's court decision? This was only about tariffs under this specific authority. There will be other cases about other tariffs I'm sure.
That's a WEIRD justification. Other statutes available for tariffs are irrelevant to this statute. Plus, the other statutes are mostly specific and historically used, while the IEEPA tariffs (“Liberation Day”) were massive and unprecedented. They were projected to be a $1.4 trillion tax hike over the next decade. What’s left are: Section 232 (national security), which has been used before for steel, aluminum, autos, etc.; Section 301 (discriminatory trade practices), also used before, for example against China; Section 122 (balance-of-payments), which is new and has never been invoked - Trump mentioned a “global 10% tariff,” but it can’t exceed 15%, requires Congress after 150 days, and is meant for economic issues, not political retaliation, so it could be challenged in court; and Section 338 (discriminatory practices affecting commerce), which could go up to 50% but has never been used and is meant for specific countries or products, not a global tariff, so trying that would almost certainly face lawsuits.

Maybe. It depends on how much it negatively impacts the economy. But that won't happen without Congress specifically allocating that revenue to the working class (and trusting that the administration cannot illegally reallocate appropriations elsewhere, as is happening now)
