First: the first 6 lottery picks are determined by a rotating schedule of teams. That is each team enters the lottery on a rotating basis, every 5 years. So each year there are 5 per-determined lottery teams. Of those teams, the lottery odds are flat, a 20 percent chance.
The rest of the lottery is made up of the best teams by record of the non-playoff teams. So the number 7 lottery pick would go to the 7th best team by record that DIDN'T make the playoffs.

    • All playoff teams are not eligible for the lottery (unless their schedule rotation is that year).
In this way, there is absolutely no incentive for losing.

What else do you want WHAT to work on?

This is the only way to solve tanking.

But would require (at least for the setup) a thorough ranking of the teams to ensure fairness.

If you're not in favor of this system, then you just don't care about tanking, period. Cause there's no other way to solve it. This is the system.

If at all, those reforms would come after the Expansion Draft, so years of years away......

Also we would witness if Silver was serious about abolishing the Draft altogether.

I don't think abolishing the draft is the solution. That would open up a can of worms about cap issues and the opportunities that exist for certain high valued teams and agents.

One of the reasons the Lakers get players is because of the opportunities that exist of being a laker.

Maybe they should go on Strength of Schedule
Well. . . Strength of WINS

The Team that has beaten the Best Teams gets the #1 Pick

so if you only have 15 wins. . . but 10 of them are against playoff teams
it is better than 23 wins . . .against fellow cellar dwellers

Just make every team 1-18 have same odds

Every team that is top 6 in each conference order of playoffs after for picks 19-30. Every team loser of play ins and below same chance. Owners want playoff game money. If it doesnt change their odds, players will play. Tanking over.

This doesnt affect competitive balance. If a team cant even be top 12 they suck anyway and need the chance at the picks. It would make draft pick protections mean more, and an actual risk. It would be way more fun to watch lottery night. Do it live.

Only way? Nah. My proposal above is easy to impliment. Keeps current setup. Ends tanking.

So the tanking would happen at the bottom of playoffs bubble rather than the bottom of the league.

I am an advocate of limiting the amount of playoff teams to a lot less than what we currently have. Actually six teams total which would make the regular season mean a whole hell of a lot more. Why do we need 18 25 teams in the playoffs?

But if you don't want to be that aggressive, you just make it to where the cutoff point for the playoffs are teams that actually want to get into the playoffs because they have a chance to win.

The insane tanking if this is implemented would be unreal.
You mean to tell me that I can be a top 13 team and have the same odds at wembey? No, it would make tanking to a new level.

Um you are forgoing playoff series money for a 1 in 18 shot at wemby. I think you have it backwards. If you are a top 6 team in conference you are in contention. All these bleh teams sitting players would stop because they are within striking distance of play in if they just played their players.

and yes you would have the same shot. Or you could be in the heat of the second round of the playoffs making money and being in contention. Players would not be cool with sitting playoff games. There is no incentive to tank the regular season since your odds are the same. Play your players.

No, TANKING teams would LOVE THIS. This would be a tank-a-thon.

You've actually incentivized tanking even more by giving everybody an equal shot at wemby. That's insane.

Playoffs should be without dividing West and East and you can cut out 2 or 4 teams.
