Not sure what your getting at. He will not be charged because he's been granted immunity within five minutes of the crime happening by the highest pardoning powers in the land. Why bother with trying to charge him? And that's ignoring the fact that all power of investigating has been taken out of the proper district's hands...
The state could still charge him without fear of Federal pardon. But they aren't given access to the evidence so that might be difficult.

Trump and the feds don't have any say as to what the Minnesota government decides to do with Ross, but the DOJ effectively blocking the state from investigating does make it harder for them to bring a case. **** these people and anyone who supports this.
Nobody really knows what she was guilty of, or the severity of it. And given how Trump and Co are acting we will never get to find out.

If you believe she was trying to injure the officer (which she was not, seemingly...based on all the evidence present), then yes, she was. Otherwise, she was not. If you're going to say that political affiliation determines how you interpret this, then I guess you're very attached to your political affiliation. I call it as I see it. Can you name some conservative policies you support? The "guys I'm a REPUBLICAN and even I hate this" is the oldest trope. If a cop says, stop, get out of the vehicle and you decide to instead drive off, that's felony evasion. If you try to hit them with the car, it's attempted manslaughter/murder. Probably murder because you are in the act of a felony.
Just saw this slowed down and seemingly less noisy version of that zoomed in video of Good "hitting" Ross. From what I can tell, it's as I thought. Ross puts his left hand on the front left fender of the vehicle and leans in with his right hand to fire. Ross' body was clear of the vehicle. Not a surprise given Good knew where he was and deliberately steered away from him.
The ICE officer was pretty clearly hit by the vehicle, as is apparent from both the down the street angle where you can actually see him hit and knocked up and to the side, as well as from the cell phone held by the officer. From the cell phone video clearly no one is telling her to move away except her wife, meanwhile there is an ICE agent at her window pulling on the door handle and saying get out of the car, there is no argument that she could possibly misunderstand the instructions. Finally, I am no mind reader, but if I had to guess I would say he called her a b**** because she hit him with her car.

The video from down the street is very poor quality and not super helpful. I just posted a link to a version that is slowed and upscaled. Best I see Ross extends his arm and, his hand and only his hand, makes contact with the vehicle as it moves by him. Obviously Ross is displaced by this, but the vehicle does not make contact with any part of his legs or torso. This is supported by the fact the other angles show Ross' legs/torso clear of the vehicle and it's path during the shooting. Ross' cell phone video also does not show the vehicle making contact. In fact all that video proves is three things; Good did not seem to possess motive, Good clearly saw Ross and aimed the vehicle away from him, and Ross called her a "****ing b****" after shooting her in the face. Not really super good facts to exonerate Ross.
I've heard conflicting stories about what Good was/wasn't told to do. A proper investigation and trial would let us know what actually happened. Most of just kind of understand that by living in society.
He was not clearly hit. He initiated the contact and the driver was steering away from him and other agents.
No that's when it's adjudicated. An investigation and trial lets the government enforce the law as part of our democratic process. You are watching video from multiple angles, seeing evasion and saying it isn't evasion because there hasn't been a trial. According to that logic we found out what actually happened with OJ's trial. Thus me calling you obtuse. You have to deny reality to fit your political leanings.
