    They ranked Utah the best state overall, so not sure that is the best list to brag about.

    Basically the education rate comes down to very high college graduation rate and low tuition (which surprises me, but good on them for having affordable colleges). The biggest drag on Florida for their overall rating is the overwhelmingly large retired population.
