If Javier’s injury is healed he is eligible to come off the IL on 4/28. If that’s the case Arrighetti could come out of the pen in Mexico before being optioned when Javier returns, in which case it would make sense to send France down. I imagine a AAA rotation of France, Arrighetti, Blubaugh, Henley, and Gusto would be a nice fivesome of insurance compared to what they started the season with.
The 6-man rotation will soon be Verlander, Framber, Javier, Brown, Blanco, and Arrighetti. The Astros are at a cross-roads with their pitcher development. It's apparent that high velocity and high spin on every pitch leads to shitty results. Brown and Arrighetti can't control their pitches inside or outside the zone. Really only Verlander is able to pair the two together, but he's 41 and needs 5 days to recover. I think we are starting to see the course correction because of all the injuries. The goal should be controling pitches in the zone, if it means throwing 93 instead of 96, so be it, hitting a 93-mph fastball well located is still the hardest thing to do in sports.
