He was drafted high by the Lions and they traded him for scraps to the Falcons this past season. His ties to Texas (South Grand Prairie HS) and the Buckeyes (CJ) probably help him get a soft landing spot with a nice prove it deal here. He was highly touted both out of HS and college but has underwhelmed immensely since being drafted. This is most definitely a depth move.
