    They are blaming it on concrete foundation that had not cured. Did they just pour it yesterday? Lol. 7 day strength test of concrete usually gets pretty close to the design strength. Usually standards require you design these sort of structures to withstand 115 mph. Considering that a factor of safety is always built into design, it is pathetic that a 37 mph wind knocked down a section of the wall, unless they just literally poured this yesterday lol.
