Correct. He never verbally agreed to come to Houston. McHale spoke to him over the phone, and came with the impression that Bosh wasn't interested in joining the Rockets.

He was going to sign with us if LeBron left. There was a Wojbomb stating Bosh was to sign with us after LeBron left. Riley panicked about losing two stars and offered Bosh the 5 year max. There is a reason why Morey traded away Asik and Lin (plus frp) to clear up the cap space needed to sign Bosh to a 4 year max.
