If the staffer is not a spokesperson or an executive but just a back-office support person, it makes less sense.

 

I'm not sure what political leadership office would have a job for someone that said that in a meeting. The fact that it wasn't at a public event or on television might make it less harmful, but not really acceptable. The fact that they were careless enough to say where it would be leaked is also a strike against the person.

 

That is true in terms of the precedent it sets for public consumption of interoffice, unofficial and completely reversible comments not documenting Presidential opinions or directives.

Unfortunately, between Trump's interjecting on the NFL anthem kneeling issue, the comment's dismissiveness towards the actions of a senior member of an equal or greater branch of government, and Trump's previous insults against McCain, this has rhetorical and editorial value, above and beyond it's objective commercial and publicity appeal.
