Does it matter what the courts think? His administration has been daring them to do something about it when they disobey court orders. So the court system has not been as big of a safeguard as it has in the past. Republicans Congress is so ****ing power hungry that they are looking the other way as well and it would not surprise me if Senate eliminates the filibuster to attempt to get the SAVE act through. Our only hope would be that Susan, Lisa, and a couple of others actually have a ****ing spine.
