When bills don't get filibustered they require fewer votes, self explanatory no? When it comes to the funding votes, Democrats filibustered every single one of them and if you notice, several of those votes "failed" with a majority voting in favor of the bill passing....3 of the 4 in fact. The only bill that had significant support from Democrats that included any border barrier funding was the Collins bill that included 2.5 billion dollars for "border security" in exchange for a path to citizenship for DACA recipients. That wasn't viewed as good enough to garner either full support from Democrats or significant support from Republicans which is why it failed to overcome filibuster despite gaining a majority vote. If the Senate did away with the silent filibuster they'd solve a lot of these problems.
They weren't filibustered because they couldn't be because they were done under the budget reconciliation process... ...which Republicans didn't do because the Wall wasn't really important to a good portion of the party. There are those in the party that certainly have a hard on for it, but a lot of them are only going along with it for Trump's sake.
Fair enough, same result though, they required 60 votes which is why they didn't pass...also there were other bills that would have funded the government and provided for border security funding that were filibustered by Democrats which is why there was a shutdown. It's intellectually dishonest to claim that one party "controls" congress when they don't have the 60 votes it would take to pass a bill over a filibuster or in a budget reconciliation process As to saying that border security wasn't important, that's also dishonest, nearly everyone in both parties supported it before Trump Derangement Syndrome caused people to flip flop on the issue. Hell most of the current border barriers were passed by Democrats.
