    I can't speak for Eastern Europeans, but a lot of the successful elite Chinese you see don't come from the generation of railway builders, but are recent immigrants that came in a wave of elite Chinese students seeking better opportunities elsewhere.

    Just off of the top of my head---my parents both have doctorates, and most of our community/circle of friends has doctorates as well.
