Long shot, but reform is needed. This constitutional amendment would require the President to notify Congress within 3 days whenever they grant a reprieve or pardon. Congress could then try to block it: they can introduce a bill within 30 days, and it can pass if two-thirds of both the House and Senate agree. If Congress doesn’t act, the pardon or reprieve goes into effect after 90 days. The joint resolution was introduced by Representative Johnny Olszewski (Democrat from Maryland) and has a bipartisan cosponsor, Representative Don Bacon (Republican from Nebraska). The problem is the "red states" will see it as a rebuke of the MAGA movement, and will block it because not blocking it would be admitting to themselves that there's a problem with Dumpy Donny. Getting 2/3rds of states to sign off would be nearly impossible. I think it's a great idea, but what do I know? Also, I'm pretty sure it wouldn't have stopped any of Trump's pardons with this lickspittle congress.
Yea, I don’t think this is going anywhere right now. But if and when we get back to a more sensible normal, this is one of those things I don’t see as political. It’s pretty common sense, and a reasonable check on the executive abusing the pardon power, which no one really likes.
