No, it isn't. Right on red is a yield, which means the people with a protected turn have the right of way.

In that short a space, when the other lanes are not clear, yes. The entire premise was that there was no space to cross all the lanes and only one lane was open.

 

They have right of way in the lane they are turning into. Right turn on red doesnt give you right of way across 15 lanes, any more than a merge ay the on ramp to rhe freeway gives you right of way to the fast lane from that freeway on ramp on the right side of the freeway. You merge into the most right-hand lane and then have to yeald to cars already in the middle and left lanes that werent subject to the on-ramp merge.

Also, you are obligated to travel 100 feet between each individual lane change, so cutting horizontally across 5 lanes at once isnt legal.

 

I think you misread my post. I was saying that the protected turn has the right of way. Right on red yields to other traffic.

All the more reason to wait until it is clear to go directly into the left lane from the parking lot.
