Considering the Astros bullpen, it's no waste.

 

It makes some sense since he has the most rest out of the 6 man rotation they just went to. Moving the rotation one man forward still gives the other five full rest on a 5 man schedule. But it does defeat the purpose of limiting innings after the short season last year.
