Lev Parnas' information should be taken with a lot of salt and skepticism but that doesn't mean it's worthless or desperate. Parnas is a known liar but what matters is if it matches or corroborates with other information that is out there. Much of what he has said has matched with information from people such as Sondland, Yuvonovitch and others who not only have more solid reputations but also testified under oath. Further his collaborator Hyde, has admitted to what Parnas as saying, although he said he wasn't serious about it. This case is not dependent on any single individual and especially not Lev Parnas who hasn't yet given testimony under oath. Most good prosecutors wouldn't rely upon just the word of one person but build up corroborating evidence.

They are free to investigate Biden. It is a separate investigation and doesn't change anything Trump did. Also, there's no evidence Biden did anything wrong. So that investigation might not go well.
